Common Country Assessment (CCA)
It is an all-in-one analysis tool produced with inter-agency collaboration. It outlines the basic status of human development needs in the country, as well as the social, economic and political context. It also presents a range of data that leads directly to the formulation of UN programmes and the United Nations Development Assistance Framework (UNDAF).
The first CCA in Syria was produced in 2005.

United Nations Development Assistance Framework (UNDAF)
The UNDAF is the master document of UN planning for development, and was produced jointly by UN agencies, Government counterparts and civil society in an effort to enhance coordination and joint programming. Signed by the Syrian Government in September 2006, it is the first to be done in Syria.
The Syria UNDAF 2007-2011:
- Outlines the planned activities of all UN agencies active in Syria over a 5 year period: 2007-2011;
- Shows how the collective efforts of the UN in Syria will respond to national priorities and international objectives, such as the Millennium Development Goals (MDGs);
- Unites the efforts of all UN agencies behind common objectives;
- Was developed using the Common Country Assessment and the expertise of the Government and the Syrian civil society and is in line with Syria's 10th Five Year Plan;
- Is part of the global effort to strengthen the coherence of work in the UN system and is a tool to implement the UN reform process.
- Is a simple, useful reference tool for every national and international stakeholder working on the development agenda in Syria;
- Outlines 5 priority areas for UN support to Syrian development:
- Economic Growth and Sustainable Livelihoods;
- Good Governance;
- Basic Social Services;
- Environment Protection and Management;
- Disaster Prevention and Management.
